Islamic Republic of Iran’s Foreign Investment Manual     
Subject matter of Note three, Article seven, the law on Amending some Articles of the Law of the Fourth Economic, social and cultural plan of the Islamic Republic of Iran and implementation of the General Policies of Article 44 of the Constitution.

By virtue of article 7,  the law on Amending some Articles of the Law of the Fourth Economic, social and cultural plan of the Islamic Republic of Iran and implementation of the General Policies of Article 44 of the Constitution, this Ministry was required to draw up and publish the Foreign Investment Manual. According to the statutory duty, the data and information of relevant bodies and organizations were collected and the electronic version of the book was compiled and made available to public through the under-mentioned websites. Subsequently, the due revisions and editions were made and the materials collected from the relevant bodies and administrative departments were integrated and unified and finally for the better enjoyment of the applicants and business people the book was printed out.
Regarding the provisions of Note 3, Article 7 of the said Law, the manual is the only source which determines the kind of  tasks the investment applicants need to fulfill and no other body or authority is allowed to ask for further documents or meeting conditions beyond what mentioned in the manual, for issuing permits or licenses.
With regard to the statutory tasks and following printing the first edition of the book, some communication was made with all relevant organizations, ministries and other administrative bodies as well as active private sector to get their practical, viable and worthy-of-attention ideas and standpoints, aiming at shortening the procedures, the time for issuance of permits and removal of unnecessary permits or licenses and they were requested to complete the previous information to be included in the new version of the manual.
Based on the contents of the above-mentioned Note, concerning the necessity to review and reexamining the book biannually for streamlining the regulations and removal of unnecessary permits, the respective organization publishes the latest edited version of the book both electronically and on paper to make it easier and smoother for the business people to enjoy and employ it.
